Briefly describe what you hope to achieve by executing the project, including anticipated benefits.
We hope to get back on track with the teaching college project. One benefit of this project will be the ability to access thousands of courses via the exchange. A second benefit is the amount of students (hundreds of thousands) that will be able to access Solano's courses. A third benefit is the exchange requires a higher caliber of courses and Solano has already implemented the POCR certification process at the college. By executing this project, Solano will be a leader in offering online courses in the Napa, Solano, Contra Costa, and Sonoma county catchment area.

List or summarize all specific deliverables resulting from this project. What will the project produce or deliver? These should include items that are specific, measurable, achievable, realistic, and time bound.
The project will produce an award of Teaching College by the CVC, which is sponsored by the Chancellor's Office of the California Community Colleges. Once the project has started, the college should be complete within 6 weeks of the starting point. The project requires, roughly 100 hours from the ITS staff. Most of these hours will be in coordination with the CVC's programmers, and the Admissions staff. This project has been completed multiple times at fellow colleges and has a successful outcome.

By identifying functional resources, securing funding, and staff for ongoing support, the Sponsor will demonstrate their preparedness and ability to execute the project effectively. These elements are vital for ensuring the project's success and smooth implementation, as well as providing ongoing support and maintenance after its completion.
This project was endorsed by the faculty senate, previous Superintendent, and SCC ITS. Since the initial conversion to a home college, the project was placed on hold due to ITS limitations.

There is support, in regards to funding, authority, and will. The executive sponsor of this project is David Williams, who has funds outside of the DE budget, if needed.

The proposal should acknowledge and evaluate the current capabilities of the Technology Services Department (aka "IT department"), including our expertise, available resources, and our ability to effectively allocate time for scheduling.

In the event the IT department lacks specific skills or resources required for the project, the proposal incorporates the potential involvement of external consultants. This demonstrates the flexibility of the proposal to leverage additional resources or support from external sources.
The Technology Services Department at Solano Community College maintains the technical expertise and operational infrastructure necessary to support institutional technology initiatives, including system integrations, network services, application support, and enterprise system administration. The department regularly supports core campus systems such as learning management platforms, authentication services, and student information systems, which positions the team well to evaluate and implement solutions associated with collaboration with the California Virtual Campus (CVC). The technical requirements are outside the access and expertise of the Distance Education team.

Current IT staff possess experience in system integration, identity management, cloud-based services, and enterprise application support, all of which are relevant to supporting CVC-related tools and services. Additionally, the department has established processes for project planning, change management, and technology deployment that help ensure new implementations are coordinated effectively with existing campus systems and infrastructure.

By collaborating with the California Virtual Campus (CVC), the college can strengthen its digital infrastructure, improve student access to online courses, and ensure compliance with statewide technology and interoperability standards.

One of the primary goals of the IT department is to maintain reliable, secure, and scalable technology systems that support teaching, learning, and student services. Partnering with CVC directly contributes to this goal by leveraging a statewide network of resources, tools, and best practices designed to support online education. Through this collaboration, Solano College can improve system integration, streamline course exchange processes, and enhance the functionality of existing platforms used by faculty and students.

This proposal also aligns with institutional priorities related to **student success, access, and innovation in instructional delivery**. Participation with CVC enables the college to expand course availability through the CVC Exchange, allowing students to enroll in online courses offered across participating California community colleges when local options are limited. This increases schedule flexibility, supports timely degree completion, and reduces barriers for students who rely on online learning.

Consistent with Solano Community College’s commitment to participatory governance, this project incorporates input and collaboration from a broad range of campus stakeholders to ensure the proposed partnership with the California Virtual Campus (CVC) reflects institutional needs and priorities.

Feedback for this initiative will be gathered through consultation with key shared governance groups, including faculty leadership, instructional support teams, student services representatives, and relevant administrative units. Early discussions with stakeholders such as the Distance Education Committee, Academic Senate representatives, and Information Technology staff help identify operational requirements, instructional needs, and potential impacts on teaching and learning environments. These conversations ensure the technical implementation aligns with faculty workflows and student success goals.

Student perspectives will also be considered by engaging relevant student support areas and, when appropriate, seeking input through student governance or advisory groups. This ensures that the proposed solution addresses the needs of students who rely on accessible, flexible online learning opportunities.

Description

The purpose of this project is to connect Solano's systems with the systems on the California Virtual College. This will require the work of our ITS team to work directly with the CVC staff, Admissions, and the SCC DE team. This is the final step in Solano becoming an official teaching college.

The business need is to provide Solano students with access to course we do not regularly offer, and allow students to access our courses that may not be available in their area. This will allow an ease and increase for data to flow between Solano and the CVC. These data points include registration, application, and transcript information. The data patching with the exchange will require connections with SCC data as well as the CVC systems.

Goals

  1. Project aligns with Student Equity and Achievement Program (SEAP) objectives.

    This project directly supports the college SEA plan and the statewide initiatives that support student success by allowing more option to complete degree and transfer requirements. One primary area met with this project is eliminating barriers by specific student groups. Allowing online options and access for ALL students at the college. The online classrooms connect students with faculty across the state.

  2. Project enhances the student or employee onboarding process.

    A key factor with the Teaching College status is quicker access to classes for new students (students outside of our traditional service area). Teaching college status allows easier onboarding for students by connecting back end systems through the exchange. This saves students from having to submit multiple applications to attend their home college and Solano. Once this project is complete, the data (application, enrollment information, and payment) will flow quickly and help faculty fill seats.

  3. Project supports a Distance Education Initiative.

    This project will finalize and smooth out the process for Solano (and our students) to share registration information and transcripts with colleges on the exchange, seamlessly. This directly connected to online education and aligns with the Chancellor's office. Secondary benefit allows access to courses not offered at Solano.
